Lee Loader question

Walking through the local gunshow this evening, A lee loader in 28ga screamed BUY ME!
Looks like it has never been used but lacks the charge card and instructions.
Also appears to be missing decapping base.
The styrefoam packing is near pristene, and there really is not a place for a decapping base.
Anybody know if it was built with or without a decapping base?

The die body doubles as the decaping base. There is a shallow counter bore on the top end that you set the hull on to decap. There is a scan of the instruction sheet here http://www.thefiringline.com/forums/showthread.php?t=101700

I have used several Lee loadres in rifle caliber but never the shotgun style.
Since all the parts (except charge sheet) are present, it will be going up for auction to support the site.
