I've never heard of boolit skidding til I came to this site but I'm not sure exactly what causes this is it when a boolit is to small to fully engage the rifling so it skids down the barrel?

Alloy is to soft. The skidding is most critical as the bullet leaves the muzzle. As the bullets bearing surface on the barrel gets smaller and smaller as it exits.
Undersided bullets would add to the problem. Size to .001" over Groove diameter per Lymans instructions. Take the measurement on the grooves of a fired oversize bullet, or slug the barrel. http://i338.photobucket.com/albums/n420/joe1944usa/357goodbbl_1.jpg

Pushing a bullet harder than it is capable of under the conditions will also cause this.

ok part 2 of the stupid question how do you know if your boolit is skidding? I've slugged my barrel and have sized my boolits accordingly just trying to understand more about the wonderful world of casting

Recovered bullets will show skidding by looking at the marks let by the lands on the base of the bullet. The land groove will be wider or faint . Plus accuracy will be less than normal.

Extreem poor accuracy or tumbling is a sign but that doesn't make it true.
