Reloader's References....

Hey guys. I've been dabbling with the Reloader's Reference for a little while now. But haven't used any listed data from it yet. So I have a question or two for you.

First off, the listed loads... Would you consider those starting loads, or Max loads?

Second, when it comes to a boolit of a given weight of a plain base design, what changes in charges would you advise for a boolit of the same weight but with a gas check?
