Ballistic Products or one of the other shotgun loading companies used to sell them. I've seen them on Ebay too.
You're talking the ones you do in a drill press for slugs or overshot cards?

Well, no offense, but if you don't have the tools you can't do the job.
A steel sleeve bored in two steps, first to the outside diameter of the shell and full length of the finished round with the other end bored maybe a half inch deep and with a diameter equal to the outside diameter minus twice the thickness of the shell wall, having a transition angle of maybe 30-40 degrees to turn the mouths inward should do the first step. Turning a snug fitting, square-ended plug to push in on the turned mouths should finish it.
