Older lots of HP38 were made in Scotland. Newer lots of it were made by Olin (St. Marks). ... felix

My old Speer (11) manual shows 3.3 grains of 231 with a 148gr wadcutter going 804fps and 3.2 grains of HP38 same bullet at 801 fps. So in 1987 they were close but not the same powder in different cans.

From what I understand they are basically the same now. Same plant makes them. They would only be identical if they came from the same batch, some put in HP-38 containers and some put up in 231 containers. Look up data for both before loading and use the lowest charge listed. Use the start loads and work up just like any other new powder, you won't get in trouble...Ray

Same powder, same plant. Only diff is lot to lot. Look at Hodgdon site, load
data is identical, same pressure, same velocity exactly.

Or most likely just different lots of the same powder. Everything I have read says they are the same powder.
