Unless he was trying to replicate the service loads for 38 special (commercial winchester 158gr FMJ bullets - OLIN contract)

It was the load I carried as a bank guard in the 90's in a 38. Wackenhut had purchased a large lot of milsurp ammo and that was what they provided.

Duty supervisor had a habit of check at odd moments to ensure we weren't loading hollowpoints...
