He may not be too tightly wrapped--but that cat article cracked me up.
In reviewing the game laws in CA that I'm familiar with--the only bore limitation seen is the 10 gauge/fixed ammunition limit for resident small game and birds, and the Federal 10 gauge limit for migratory birds. Rifled muzzle loaders have a size limit of .82" in any configuration, but smoothbores don't seem to have this restriction. Where the problems could occur is with fire hazard issues (as he pointed out in his text) with county ordinances restricting certain areas to "shotgun only"/no solid projectiles/#2 shot maximum, and public land usage restrictions. I don't see USFS or BLM digging this activity. Otherwise, I think he would be good to go. Barring the fire issue or ordinance problem--I don't think I would have cited the guy for the deer bit, and I believe the feral cat hunting thing is lawful--given the same circumstances.

I've done a fair ammount of metal work and I see the difficulty of this project dooable......now I'm curious!!
