Been Using LINUX for years...Everytime I see crap like this I thank God and Linux, I no longer depend on Windoze, nor Apple!!!!

Reboot the computer. That often solves problems.
If that doesn't work, clear your cookies and cache. Then reboot again.
If this is a work computer, and you still can't get it to work, contact your IT support.

If you do it from work computer then it's your organization's IT policy, not much you can do about it.

It could be a browser setting - which browser are you using? and did you try a different one (Chrome or Firefox for example)?

Doubtful tyhat is the issue. I have a circa 2014 Thinkpad running Windows 10 that does the job just fine for e-mail and web-browsing. More likely some setting somewhere.

Looked in settings, I'm the "administrator" . No idea who the "organization " is . I use AVG and this started immediately after it prompted a reboot. Beyond me !

Temporarily disable AVG and try it with a known to be safe pic/email. If it works, then you're looking for a setting in AVG. If it doesn't, you'll have to keep looking. Sounds like that's where it is, though.

Cache and memory issue, lots of youbtube videos and how to do this. Windows (any version) has issues, thanks to Microsuck!

If using google mail, might be them. Or your cookie settings. AVG may be blocking.

Gmail LOVES to change your settings at random, clear your spam senders list etc etc etc...

I had to drop one of them on my laptop because they went into dark mode and couldn't reverse it. Also check as MaryB said. Gmail will also decide to throw anything firearm related into your spam folder. You will be surprised what IT decides is spam.
