case annealer question

starting from an electric cigarette lighter for the car dashboard, presumably at 12v., a transformer or in any case a means to make it work at 125 or 220v., or simply by connecting it to a car battery, a timer and some bushings that I can do on the lathe, according to you Is it possible to build a poor man's (but working) electric case annealer?
forgive the naivety of the question, asked by an absolute ignorant, but here an AMP costs around 2000USD...
