Has anyone heard of this?

I bought some brass on gunbroker a mixed lot of brass and have some 8 x 57 jr norma brass. Now unlike the rest of the 8mm brass I have this actually has a rim around the base. What type of guns would take this? is it a rare piece of brass?

It's 8X57mm Rimmed. Used in drillings, single shot falling block and break action rifles, mostly in Europe. While it's not common here, it's not rare either.

Pretty common in German and Austrian sporting arms, though not as much now as in the past. It is used in double rifles and combination guns of one configuration or another.

Now that you have the brass, you'll have to pick up an old Ruger No1 and make a project of it. It would be a shame to waste the brass :D
