Is the time that a post was made or replied to keyed to the time zone of the person reading the thread or to a particular time zone?

i believe its the servers time zone.

looks like for me its a hour behind, so pacific time zone

According to my screen you posted the original post at 6:51 am. It is now 6:21pm my time. I think is shows the time posted in the viewers time zone.
