First, I'm NOT soliciting to sell this. That will come later on S&S once I get this and other tong tools ID'd.

Stamped: Ideal Mfg Co New Haven CT. 22 10 stamped where the caliber is normally shown.
Mold cavity is .199" ID ...darned close to 5mm dia. Priming chamber shows .256" case OD.
The cartridge sizing chamber measures 1.141" from face to an edge inside.
Obviously centerfire, although the decapping pin is missing, or never was. There is no knock out hole in the bottom of the sizing chamber for the pin.
I've come up empty trying to identify the cartridge, so I'll appreciate any help.
Thanks, Dave.

I looked up .19 Calhoun hornet, but the case dimensions are larger than those in my tool.

I looked up Velo Dog. .225" bullet dia., so probably not.
...but it's an interesting gun. Pocket gun to protect bicyclists from dog attacks.

I believe the .22-10-45 was the .22 Maynard Extra Long centerfire.

Normally, the relatively uncommon #4 tools with the “lips” out in front of the mould have one scalloped to hold the shell body and the other fitted with the priming punch. But in your tool, that setup was ignored and the more common hole in one handle for the shell body with priming punch on the opposite handle was done.

Thanks Brent. From a quick Google search I think may have something here. Case length is close to my measurements. ..haven't found the spec case diameter. But since the tool seems to have a straight sizing hole, and the case swallows the whole bullet my .255/.256 case dia estimate would require a very thick case wall for the .199 mold diameter. ...the case in the pic looks fairly stout though.
