With the new law passed this year by the congress critters, the ATF and NICS has revised the purchase checks and are allowing 18 year olds to 20 year olds to purchase long guns. But in doing so, have required longer background checks, which makes all purchases be on hold from 3 to 10 days. NiCS now requires all purchasers who have a hold or deny have their address placed into the database. ALL purchasers. And to get the actual result, hold or deny, the address has to be placed into nics. (If proceed, no issue). This WILL result in anyone under 21 having their address placed into the system. The address WILL be relayed to local law enforcement. So even if the person passes the check just fine, and it clears in 3 or 4 days, local police have their address. And do with it whatever they want. Just be aware of this.

A gun owner registration system
This creates a list of gun owners that the government can reference when it comes time to create "The gun license".
In Canada the gun license is the means to end legal possession of firearms.
All guns were prohibited in Canada as of September, 1995, when the Jean Chretien’s Liberal government amended Section 91 of the criminal code to make possession of any gun a criminal code offense. The gun license is only a temporary (5 year) amnesty from conviction for possession of any gun.
The only reason the gun license exists is so the bureaucrats can recommend that guns be removed from the protection of the gun licence and the Prime Minister uses an OIC (Order in Council) to remove that protection the license gives.
That is what happened May 1, 2020 when the Liberals prohibited 1500 brands of hunting and target sporting guns in Canada. They lied and called them assault rifles (Assault rifles were prohibited in 1968 in Canada)

They are included in the gun owner licensing scheme.
There is a waiver of fees, but no exemption from prosecution, except in Nunavut where the first nations challenged the Criminal Penalties for possession of a firearm and other firearms act infractions and only first nations in Nunavut are exempt.
The rest of Canadian FIrst nations have to comply. Subsistence or not...

The May 1, 2020 Order in Council (similar to a U.S. Presidents executive order. ) prohibiting semi auto firearms gives an exemption to First nations who use these guns to hunt, allowing the first nations to hunt with these guns until they can replace the semi autos with other guns.
There is no exemption for any one else.
