I agree. When the government gets it's hands in something they tend to dictate how it will be run. They will now have the authority to shut down civilian sales to keep those "radical" parents from blowing up a school board meeting. (snark)

IIRC it was used in expulsion charges for base ejection artillery rounds. Whether this is still true I have no idea, been out of the ammo business too long.
