My Brother in law picked this up at a shop in Chloride, Arizona. The lady behind the counter told him that it was a reloading tool....
It looks like some kind of nutcracker to me.

You are correct it's a nutcracker.

That should work on those native pecans that are about as hard a ball bearing.

It will come in handy for the tough but flavorful native pecans here then!
I could probably seat a bullet in a .38 Special brass with it.....

Grandpa had one in is bowl of unshelled nuts next to the revolving pipe rack on the small lamp table next to his lounge chair. It was put in use while watching the Johney Carson show. He would have us youngins do the "hard ones" for him when we were visiting..
