You would go to the catalogue of rifle expanders. You'll find two diameters referenced for each. You'd find a plug where those two diameters straddle your bullet diameter.

The smaller is to set the neck interior diameter for the neck tension you want. The second is the amount of M flair that will be imparted to the case mouth.
