That 'multiple piece frame or receiver' think makes me wonder if they will start wanting 4473's for uppers as well as lowers now.. as well as serialized uppers.... hmm...

This looks like it will require serialized ruger mark pistol grip frames, and retro stamping of such grip frames. Further, it creates a conundrum that didn't previously exist.....this notion that somehow a semi automatic pistol grip frame isn't required to be serialized. On weapons of such design, they have always been marked on the grip frame, to my knowledge, which means that we are looking at unnecessary complexity and intervetion by atf.....by design!

I don't see how there be any way to enforce retro stamping. Remember back when some guns didn't even need serial numbers.. then it changed I didn't see a big push to go serialize stuff retro then I don't know how they would do it now when there's two hundred more times as many guns in circulation
