I have been contemplating reloading and/or making primers for my own use, and found myself wondering what the parameters would be for making a swage die for primer cups, as well as what the base material would be. Anyone with knowledge on the subject?

look up Frost's book on ammunition making. He has a whole chapter on primers.

GONRA always wanted to "make a primer from scratch" since teen age years.

Finally did in my 70's:
18 9mm diameter Soviet 14.5mm PTRS-41 Anti Tank rifle Berdan primers - just for the hell of it.
2 grains FA 959 mix. 42 mil Cu sheet raw cup forming material.

(Pointless but LOTTSA PHUN!) Learned a LOT along the way!

Youngest grandson will get all the presses, tooling, chemicals etc.
Stay Tuned.....

get on mewe social media, look up primer reloading, there is a very active group that has all the materials and tools down to a tee. noe makes a die that works for swagging primers and there are a lot of homemade ideas. the group is run by mark and marshal from ardvark reloading.
