Castpics.net and "settings"

I can access the front page of Castpics.net, but when I look up, say, an old reloading manual, it takes me to the appropriate page, which is blank. I think I read somewhere that the text being visual or not is a question settings(?) which was not discussed in depth.
My computer is an HP Chromebook (*********), with no remarkable additions or modifications.
Any help is appreciated.
