Side Slide Bar Comes and Goes?

Is it my computer or What?

When I click on a post, many times the slide bar on the far right of my screen is NOT there?

But when I try a second time, it shows up.

I have a Sony Laptop with Windows 7.

With mine , it's a AOC / Dell desk top computer , when the picture is centered on the screen , the slide bar isn't there and can't be seen .
If I click on a thread or post and if the post is off center , usually to the right, where I can't read the ends of the sentences (text) the slide bar is there so I can click on it and slide the text over and read everything .
Now why it does this sometimes and not all the times is way beyond my comprehension of the computer .
When I clicked on your post ...all the text is visible , centered on the screen and no slide bar is visible .

My therory is ...it has a woman's mind...and me and you ain't never going to figure it out.
