It looks like some kind of sling buckle.
Strange thing is it has a lock on it.
Don't have the key.
So................
What is it???
What does it fit??????????
How does the lock work and what does it do?????

Cannot say what it is, but it certainly IS a lockable buckle (obvious to the most casual of observers). I doubt it would be difficult for a locksmith to make a suitable key, which appears to be a one-pin tumbler that rotates a slide in/out spring loaded cam for the slit-slotted and slot-slitted blades (been wanting to use that for a long time).

My guess (and it is only a guess) is it is off an old straight jacket. Can you post a picture with a coin or something else for scale?

That appears to Be One side Of a Currency Bag . The other side was metal also . The bag was made of leather and Canvas. Could be For other items as well

I have a leg-o-mutton case with that type of strap lock on it. I suspect they were used on other types of luggage also.

My guess. Both my sisters had a diary with something like this. Didn't stop me from reading them, though
