It looks like the one designed to spread out and jam the plastic piece into the barrel leade, when struck by the firing pin and lock the slide, the idea being a child lacks the strength and digital coordination to cycle the slide, breaking the plastic tab and freeing the gun to operate as designed.

That is a sim round or simunition. It’s ammo is used in specific guns that will not chamber any other form of live ammo only. Most police academies use those rounds during trainings for traffic stops, shoot, don’t shoot drills. From what I remember those rounds are about a buck a piece.

LEO training round i see them on my range. I thought it was strange when I saw it first time too. If you see one loaded there is a small projectile filled with paint. They look like this : 284884

Yup, that is a spent Simunition round. The "projectile" is actually something akin to a lump of colored soap. Once you see one you'll likely see them all around the area you found that one. From a handgun they travel bout 500 fps and will leave a light hicky on exposed skin. When training with the system, along with the helmet, neck guard and gloves, I wear a heavy loosefitting longsleeve shirt and jeans. That will generally limit if not eliminate the "sting" of getting hit. If I'm tasked in the "bad guy" role I will either wear two pairs of pants and two shirts or tuck slabs of cardboard under my clothes, because I know I'm very likely to get a lot more attention........8-)

I'd doubt it, unless you came up with a VERY weird short low powered load, and milled out the mouth of the case so you could pop a boolit in there; No source for the original markers anywhere and it could fail on a sim reload, putting bad things in your 'target' human, so thats a worse than bad idea, methinks.
