MA Collator Issue

I am the new owner of a used variable speed MA Collator but am having issues getting the plate to turn even when there isn't anything in it. The video (https://www.dropbox.com/s/rrwrdb3oaeyqb62/IMG_6524.MOV?dl=0) shows it with the plate removed. I assume I need a new clutch and/or motor but was hoping the forum might have some other ideas to try before going that route.
