Been using the NOE system for a while.
I size and install the gas check before powder coating.
Works better for me.
I've wanted to try using this system for forming the necks on shells.
Can go in small increments so hopefully the neck will not crinkle.

I also have found better accuracy with rifle bullets by installing gas checks before coating. It does mean that I size them twice, once before PC and once after.
If you want a bushing to size case necks there are a few mfg that make them. They are intended for precision reloading so are a bit pricey. Using a bushing alone, like the NOE, will be difficult for two reasons. There is a taper to the die that will be left on the neck and it will mess up the neck/body alignment. You could try the nose sizer bushings but they have a really small taper so you'd need several to do a case neck.
