Can this be true? Can it be so soft that it doesn't have enough resistance too swage the jacket to its full size/profile?

Possibly squeezing by the core seating punch instead of filling out the jacket.

Most range scrap that we collect isnt dead soft lead. Ive gathered range scrap that was 99% core lead from jacketed pistol ammo and it doesnt seem to be as soft as this old pipe lead I found with my metal detector.

If the lead is squeezing by the core seating punch, you need a larger punch! The punch has to fit the jacket at the height of the lead column.

Garandsrus hit the nail on the head. A properly fitting core seat punch is critical to expanding the jacket in your core seat die. I usually make up blank punches for WH, S, M, & H dies with oversize punch ends and then turn them down as I need them. Any small lathe can turn them out easily & they will save you a lot of grief when seating cores.
