strange 12 ga capper w/ tube - what is this? how is it used?

Hello All,

I just acquired this tool wth a 12 ga paradox rifle. Can anyone tell me what this is and how it is used?

I've seen similar capping tools without the tube. This one has a strange tube. The tube is a snug fit inside a brass shell. Its closed at the bottom. I don't think its a measure because when I tested its capacity it throws about 5-1/2 drams of pwder, which I think would be too much for a 12 gauge. Also seems too much for measuring shot where as it throws about 2-1/4 oz. Not sure? The cast handle has a flat end that looks like it coud be used as a wad rammer.

It's the remains of a decapper, missing the upper portion.

That's a cool one. Wouldn't surprise me if you had the right idea.

ED:that decapper is pretty awesome. If you can have someone Atlas you another one out. I could probably make you one although it wouldn't be as pretty as his.
