According to the Standard Catalog, best guess would be early 30's. In those days, Smith would run off a large batch of frames and then build them into guns as they went along on an as needed basis. they weren't too persnickety about numerical sequence either, new gun serials in the same shipment could be thousands apart. 651,00 shipped in 1935, 500000-600000 range ran from 1927 to 1930. So, somewhere between 1930 and 1934 would be best guess, though it might have been later, if that frame was in the back of the bin.
