Cast pics winners?

Is there a place where the winning pic for each month is posted?

we need voters, to have winners.
No one has voted since I re-wrote the rules two years ago.
Prior to two years ago, I would create a submission thread and separate comments thread. Members would vote in the comments thread. At the end of each month, I'd make a post with the winner (with copy of photo) in the comments thread. I'd also edit the OP of the Submission thread with the winner (with copy of photo). Now, the problem...I had copied the photo's onto Photobucket, so the two places I posted copies were a photobucket link...Photobucket and I, are in a bit of a war, and they have blurred all my linked photos. Now the photo's will still be in the original submitted post by the member.
