Is this a ball starter? Please help

I got this with a group of stuff. Not even sure if it is for BP. It looks like it could be a ball starter, but I've never seen anything like it. I would like to know what it is and who made it. If anyone can help, I sure would appreciate it.

Would sure be a fine tool to load that "only one needed" hunting shot.
What is the inside diameter of the "over barrel skirt" ? If that fits over any MZ muzzle you have, you have a keeper.
