My daughter-in-law has about a 10 yr old Mac. and is thinking about getting a new Windows machine. If she clones her hard drive to an external drive could she then run her old system on the new computer through the USB port?

Nope, will not work she may be able to use some of the data she has created

Likely wouldn't be able to boot to it but she could access files on it through usb *IF* windows can read the mac file system.

Also depends on how recent the mac OS is. Apple File System (APFS): The file system used by macOS 10.13 or later. Mac OS Extended: The file system used by macOS 10.12 or earlier. MS-DOS (FAT) and ExFAT: File systems that are compatible with Windows.

Why not load Linux Mint onto a used PC or laptop and let her check that out? It is VERY easy now to switch from Windows to Linux via Linux Mint with the Cinnamon desktop environment.
