first. 450 Rigby with 550 gr. bullet and 100 gr. powder charge
second 458 Winchester magnum with 550 gr. bullet and 64 gr powder charge
both rifle same weight and both have same velocity. 2050 fps

my question is why does the Rigby recoils about 25 pounds more recoil?

Recoil is not just a measure of bullet weight and velocity, but the added powder charge changing into expanding gasses. Larger powder charge = larger volume of expanding gasses = more felt recoil.

The configuration will play into felt recoil, geometry, stock/grip, recoil pad, weight of firearm etc. If you know the weight of the firearms, go here for recoil calculator, but it will just give you a raw number

If everything is the same, as you state, except powder weight, then the recoil will be similar based on powder weight. Slower powders will have a slower initial impulse. And of course the ergonomics of the firearm are important. So the felt recoil is going to vary.

Recoil is simple physics, this:

Enter Bullet Weight in Grains:
Enter Bullet Velocity in fps:
Enter Powder Weight in Grains:
Enter Gun Weight in Pounds:

that is what I thought
