I've been fighting loading these(355 grain beartooth) using h110. I worked up to near 30 grains and couldn't get them to stabilize. Would either 4227 or 2400 possibly yield better velocity for these? Maybe Lil gun, or other powders?

It's a Taurus raging judge magnum, 6 1/2 inch, with a 1:12 twist

The short time that I had a .454 I used Lil' Gun. To me it was on par with H110....

I know nothing of 454 casull, but a quick check of load data shows that H110 will have the top velocity of all the powders you mention. It's actually the highest velocity of any powder I'm seeing. According to Hodgdon, a max load with H110 and a 360 grain bullet is 24 grains. You say you went up to 30 grains? I'm going to go out on a limb and say that velocity is not your problem, even at 1000 fps, a bullet stability calculator puts that bullet from a 1:12" twist WAY into the very stable category.

I would take a look at your cylinder throats and bore. Any leading would be a clue.

For what worth I tried all 3 of those powders in my 454 Encore with 300gr and H110 gave me the best groups at 100 yards

I have a 6.5" 454 Raging bull and have shot a ton of 320-350 gn bullets. My load was 26gns of wc820 for 1350 fps. I could regularly get 1.5" at 50yds. I tried some 405s but could never get them to stabilize. I even pushed them to 1500fps, but always got key holes.

I'm sorry, I totally missed the part where it was a Raging Judge magnum and not a Raging Bull.
take a look at the size of the throats. They are probably huge and oversized to accommodate the 410 round. I have this problem with my BFR in 45/454/410.
What is your bullet's length and the loaded length?
Also you might want to physically measure your pistol's rifling twist rate to verify it.
