From what I have read so far HP-38 and Win. 231 are the same power,
Correct ?
I am loading some HP-38 for my 1911 .45ACP with 200SWC.
Not much load data for the HP-38 so I am using Hornadys 231 data,
is this OK ?
Hornady shows 231 with 200SWC:
5.2 @ 800fps
6.5 @ 950fps Max load

So I am starting 5.6 @850fps

Yes, they are the same except for anything greater than 90 percent of maximum loads. Powders are NEVER the same unless the manufacturer of that powder (not the distributor) has indicated his serial number and lot number, if different, on both containers. ... felix

Several years ago, a friend owned a business that, among other things, provided reloaded ammunition for training/practice to a number of law enforcement agencies. He would purchase his powders in bulk and I can recall him showing me 20# kegs of HP38 that had been relabeled as WW 231. I mean, literally, Winchester labels had been pasted over the original Hodgen labels on factory-sealed kegs!! When he questioned his powder distributor, he was told that the two powders were actually the same formula, made in the same plant, and that the relabeled kegs had been shipped to him directly from a Winchester warehouse. Dunno about the reliability of the distributor's story but he's been in the business for a long time and and has an excellent reputation in the industry.
