The same way they can make plutonium or uranium restricted. 'Cause they say so.

Those two have to be refined to an extent. But, Mary Jane is all natural. But people seem to think that it does more harm then good so they made it illegal. They are viewing lead the same way. They will not be able to make it completely illegal, at least I don't think they will be able to. To many legitimate uses.
