Can anyone point me in the direction of the specs on this bullet or if another company makes a clone of it?

Bumslie, Lyman makes a very close clone of the H&G #7 bullets, just don't know what Lyman call their bullet.. I make and use the H&G #7, have a 6 cav H&G mould

Lyman 356402.

The only thing different with the 356402 is the meplat is squared and not rounded like H&G #7

RCBS makes a couple of 124 grain molds for the 9mm. They have pictures of them on Midway if you want to see what they look like.
One is a TC with a flat tip another is a similar style with a rounded tip.

Short of custom I don't know of any H&G #7 clones. I have a NOE 358-128 that is similar that shoots & feeds well, actually it is a 9mm #68 design . The #922 & #925 Saeco is similar, but nothing that I know of that has that H&G round shoulder tapering into a round nose. I also have a Saeco #115 that shoots well and feeds flawless.

does the Saeco 115 have a narrow band at the base of the ogive? i just got a 115 H & G and am looking for someone who has shot a similar bullet.

I have an H&G #115 mold also. I cast up a few hundred of the H&G 115's and have never loaded them, because after taking a good look at the design I understand why Hensley didn't like his #115 design. He didn't like the narrow band at the base and decided to widen the band creating a new 9mm mold and naming it H&G #331. he said this improved the bullets performance. The Saeco #115 appears to be the same bullet design as the H&G #331 and it is my go to 9mm bullet. Since I powder coat I prefer the bevel base; accuracy wise I can't tell any difference between plain base and bevel base, so each to his own.
