The dial thingy I believe to be a Metrology depth gauge.. I think Mahr makes them now... works with one of the stands that you have pictured...

+1 on the depth micrometer.

looks like several tools modified for another use. obviously a shop made depth micrometer. A federal indicator stand that has been modified. May have been done to measure cartridge over all length? Just a wild guess here.

Shop tools as mentioned above modified for "In Line" reloading techniques as the Bench Rest guys do. "Depth Mic" is actually part of the Bullet Seating operation.
