Primers and container that I've never seen before. Anyone?

Yesterday at my LGS a gentleman said check out these old primers. They appear to be berdan type but seems as though they would have to be lined up with the holes on the inner brass perfectly. Packed in a metal container with about 10 deep with a screw top. No markings left anywhere on it.
Anyone have any insight? Or it this something common that I've never seen?

Never seen them there primers, I have seen a lot.

Looks like the container cost more to make then the primers.

I think I've seen primer tins like that in an old Frankfort Arsenal reloading tool set for the 45-70, or possibly a 30-40 set. I can't remember where I saw it, maybe Bud Waite's Trapdoor Springfields book?

Never seen, very neat. The low density is curious as it seems to me that older packaging had higher density.

Look like boxer primers to me, the slotted piece is the anvil. I seem to recall seeing a discussion about some military primers from Frankford Arsenal being packed like this on the International Ammo collectors forum a while back.
