...a bracket to mount a 1" diameter flashlight to a 12 gauge shotgun barrel? The mount will have to be a "stand off" type as the flashlight has a head slighty larger than the battery tube.

Be willing to bet Brownell's is worth a shot, failing that, try looking at a Security/Police Equipment supplier (Brownell's have a LEO catalogue to). I don't know of any Security/Police Equipment suppliers in the US, but down here we a a couple.

Don't know what kink of shotgun you have, but a pump or auto with a magazine extension this would work great with a couple of 1" rings, or maybe just one.

Now that I think of it wouldn't that be a great device: a built in flashlight in a mag extension with a remote on/off switch.
