About the cheapest I've seen is at Running's either $49 or 59 for an Anderson lower. Of course then you got that pesky 4473

I'd call around to local shops and see who has the cheapest. Buying from the forum means you're going to spend as much on shipping and FFL fees than a cheap lower should cost.
