We need some idea of it's size. I have a pellet sizer that is similar. It sizes pellets to a certain size and ensures they are round. All but the most expensive pellets are packaged in a tin where damage occurs to their skirts.

I believe it is a tool designed to tighten up the primer pockets on cartridge cases or shotgun shells.

ID of hole .220" and does not taper
OD of Firing pin is .115 at small end

Looks like a barrel from a kit gun I have but mine does not have that firing pin thing, it is a (match) gun. It that thing rifled or smooth bore?

The mounting bracket with a radiused edge and a hole for a pivot point should be a clue but it's not working for me.

beat me to it. I think is is a fire starter. You put a piece of combustible stuff in and smack the rod on top of it and the pressure creates an ember.

Fire piston! has a hollow end for tinder and wouldn't have a mounting bracket.
It has a round end like a push rod but?

A fire starter would have a cylindrical plunger ... not a narrow end.

I was going to say fire piston too, but like was said before me, would have a plug at the end.
