What is this charge bar for

I got this in a batch of stuff along with a bunch of bushings. I don't recognize the brand and there are no markings whatsoever on the bar or the dozen or so bushings that came with it. I don't have any use for it so want to identify it so I can either sell it or junk it.

1" high
2 3/4" slot aprox.5/16" wide
.625 small bushing hole
.685 large bushing hole

Shotshell reloader but it does not look like a Lee, nor a Mec nor a Lyman easy loader.

Those are the only 3 I have any experience with.
