What's the best brass and procedure for making this one?

Lapua brass...not sure about best procedure.

I have been fortunate to be able to find a couple of good cache's of 1x fired brass and a good sized lot of new brass that a guy was wanting to get rid of cheap...so, I am good for a while.

Personally, I've not seen a huge discernible difference between Lapua, Norma, or older Rem-P brass. If I was going to buy today, it would probably be the Lapua or the Norma.

Used to be it was mostly made from 6BR, (one pass with the expander is all it takes), but with 7BR head stamped available,,,,,,,,,,.

I would recommend the Laupa now days. I have bolt action pistols in 22 Br, 6mm Br, 6.5mm Br and 7mm Br. You use to be able to get the remington with just a BR headstamp, but haven't seen that in awhile. Take the Lapua and run it thru a 6.5 die then the 7mm BR die and trim to min length. Shouldn't have to trim the neck.

Just checked what I have.
They are 7mmBR cases, reformed into 22 cal.
I think 22PPC. Not sure.
