I have some plastic .38 cases with rubber bullets that I seat in with my thumb. Push in a new primer and shoot them across the living room with pretty good velocity. My wife normally won't shoot, but she put five holes in a pie place from across the room, just to show me that she could :-).

By the way, do not use any powder!

I believe one can use a large pistol primer and NO powder and use them for close range practice. The primer fires the plastic bullet.
