Does the Lyman Neck Expanding M Die and Lyman multi-expander & powder charge die, work
in the same way ?
Does they both have a 2 step expanding function ?
Planning to use in my Lee pro 1000.

Yes they both have the 2 step expanding function. Obviously the only difference is the powder charge die has the hole through the buttons.
You should have no problems using it on the pro 1000. Note that the powder charge die is for short pistol cases only and won't work with longer rifle cases.

Itīs for 9mm lead bullets, so I need to expand a little bit further down than just the mouth .

There is a sticky above that pertains to this question. I think you can use a .38/.357 expander for the 9mm. The answer may be above

This fixed my 9mm trouble the 38 Smith and Wesson lee expander in the powder through die . But I use lee dies on the 9mm .
