Most any of the machine tool supply houses can fix you up, but i have no idea how much extra you will pay for a custom sized end mill. I use Tinsley Tool in Greenville SC for most of my tooling needs. Nice folks to deal with and fast service.

8MM may be even closer. What are you wanting to do with it? Most ball ends will cut a little big plunge cutting or milling from blank to size if you don't do some roughing first. Carbide does cut better being a stiffer tool due to the material. HSS flexes more.

If you are cutting a nose in a bullet mould you may want a two flute.

If you're using a drill press and going to have an end mill ground to a specific size, you way want to get a generic 2 flute ball end mill and see what size hole you actually end up with due to runout. The order your custom one accordingly. Might be worth looking for someone who has a side business regrinding end mill for a cheaper price.

You can get a hss Boring bar set from harbor freight and regrind the end for the correct
profile if you want too.

.310 is going to be a regrind. Msc industrial and then to the cutter grinders.

exactly what i want to do!

Unless you're using a mill (guessing from the question you're not), you don't want carbide, you want HSS. Most drill presses dont have the rigidity to make carbide work well here, and you don't need it for any bullet mold material.

Also, ball end mills are poor for plunging. You'll need to think about that and how to drill most of the hole first.
