I plan to PC 730g HB fullbore 12ga slugs. Once coated could these slugs be heat treated?

How hard do you want the slugs to be?
Try baking @ 400 for 20 min (I usually only do 10:30) then immediately quench in ice water an see if that doesn't give you the BHN you want. If not play with your alloy.

Heat boolits standing in oven as normal for heat treating , then remove tray and ESPC, return to oven to cure and then dump tray and all in cold water to quench.

Do a search for heat treating and you'll find your answer. Don't believe 20 mins will make any discernable difference. I would start by leaving them in the oven for an hour then water quenching and check BHN.

If you heat treat then PC you'll lose what you gained by heat treating.

What GRMPS said is my findings also. I water drop the cast and get a good gain in hardness. After PC'ing, most of that gain goes away.
