The bullet would likely be safe. It was basically designed to expand to fit the various bore diameters of original 45-70's. Track of the Wolf carried it for those that had the old trap door spring fields. HB bullets give the advantage of permitting chambering in situations where the bore is very large. Should be more of them made in other calibers. There would be no advantage or need for it in a modern cartridge where the bores are more standard. Driving HB bullets too fast can be iffy as the base may fragment. No reason you could not use it in a tub magazine.

I have only shot 1500+ in my 1895 cowboy so far.
You'll be fine, that bullet point is flat, no worries.

If you own the Lee 459-405HB or have access to it, you could make a load for it and see if it meets your needs.
I would not buy the Lee 459-405HB if I were going out looking for a mold for this rifle.
Rather, buy any one of the many plan base flat points or even a gas check flat point mold and lessen the variables trying to develop a load with the HB bullet.

However, It may fit your needs perfect if you intend to load BP. On the other hand, in your rifle, the others will work well with BP too.

Have any of you used this bullet for hunting?

I have both the hollow base and the flat base 405 grain Lee. I used the flat base in a Marlin 1895 GG. I use the hollow base over either Blackhorn 209 or Black MZ in a Trapdoor Officer reproduction. For hunting is prefer the solid base as it has a significantly wider meplat, but as for safety you should have no problems with either in a tubular magazine.

Cabezaverde, I killed a couple of does with this bullet and BP 20 or so years ago when I briefly ventured into black powder cart. I used a Pedersoli Sharps. Worked well
