That's what it looks like to me; or perhaps a medieval torture device. Stick you trigger finger in that slot and then screw in the threaded shank. It might do a little of both.

The inside curves leave me scratching my head as to what specific gun sights they worked on. Most front post adjustable sights had squared corners so I'm thinking it may have been gun specific. I can't really say for sure.

I'm thinking "clamp it down while you solder it" tool......

Makes sense to me. A front sight ramp soldering tool would explain the rounded contour of the opening.

Could it be for setting shotgun beads?

My first thought is that it looks similar to a AR bolt assembly tool, but not quite.

I saw a similar jig that was used for holding slip on front sight bases in place for soldering. An old time gunsmith of my acquaintance had one. He was a crotchety old soul, but boy did he know his stuff. I think he could make a rifle with a file and a drill, given enough time.https://tse3.mm.bing.net/th?id=OIP.hg63aHPysCJ6niTyF4gGrwEsC1&pid=15.1&P=0&w=281&h=171

Love these threads!
You know that tool you were going to make because you'd never seen one? You know, that one you were going to build but hadn't got around to designing it yet? There it is!
