My neighbor had a candle stick holder on their wood stove. It started to melt. They gave it to me. Am I to assume this is almost pure tin?

Close enough.

Some hallmarks are hard to read. That one is great. My guess, base on my purchases is a third to half pound of pewter, which I treat as pure enough tin.

That's why pots and pans aren't made of pewter. Most of the modern pewter I've had tested is 94-98% Sn.
