Looks like it could possibly be a bullet seater die, neat idea any way.

My guess would be either a depriming die (slip the case o the longer leg and push the case down into the die) or part of a priming tool...

Looks like a primer pocket swaging die to me. It would use a long swaging punch in the shell holder and make case removal fairly easy.
